People search for a winter boat ride expecting a frozen version of the summer one. There is not one. This page says what is and is not running between November and March, what the winter falls look like on paper (the water-flow rule and the ice record), what to do on the Canadian side, and what nobody has published for the 2026-27 winter. It is the winter companion to the best-time guide.
Are any boats running in winter?
Maid of the Mist posts its 2026 season as Apr 24 to Nov 8. The schedule page lists it as closed Jan 1 to Apr 23 and again from Nov 9 until Opening Day 2027. Its spring opening depends on Lake Erie ice, according to the Niagara Falls State Park page. The company's press releases show an opening of May 1 in 2025 and Apr 24 in 2026, so the date moves.
Niagara City Cruises has no published closing date for 2026. Its Voyage to the Falls ticket page says December sailings depend on weather, which means some December departures are possible and none are promised. It has published no schedule for December to March. Niagara Parks lists the season as April to November. The most useful evidence about the other end of winter is this year's opening: heavy Lake Erie ice delayed the 2026 start to May 1. If you are hoping for a March or early-April boat, that is a warning.
In practical terms: for January, February and March, plan on no boat tour on either side. For November, the US boats run to Nov 8. For December, check the Canadian operator's calendar for the exact date, and keep a non-boat plan. The interactive open-today checker can show the status for the date you choose.

Winter climate by month
Environment and Climate Change Canada's 1981-2010 normals for the Niagara Falls station are the most recent we could retrieve. The 1991-2020 temperature means published elsewhere are within about 1 °C, so the numbers below hold as a guide. Sunrise and sunset are for the 15th of each month, computed (about plus or minus three minutes).
| Month | Avg high / low (°C) | Days with precipitation | Rain (mm) | Snow (cm) | Sunrise / sunset (15th) | Falls lights on (2026 schedule) |
|---|---|---|---|---|---|---|
| Nov | 8.7 / 1.1 | 13.0 | 81.9 | 9.8 | 7:08 am / 4:54 pm | 4:30 pm |
| Dec | 2.7 / −4.1 | 13.4 | 49.3 | 31.8 | 7:40 am / 4:42 pm | 4:30 pm |
| Jan | −0.4 / −7.8 | 14.4 | 27.8 | 47.7 | 7:45 am / 5:04 pm | 5 pm |
| Feb | 1.3 / −6.6 | 11.4 | 29.6 | 32.2 | 7:15 am / 5:45 pm | 5:30 pm |
| Mar | 5.9 / −3.5 | 11.3 | 36.7 | 25.0 | 7:30 am / 7:21 pm | 5:30 pm to Mar 11; 7:30 pm from Mar 12 |
Two details beyond the table. ECCC records about 2.2 days a year of freezing rain at this station, mostly January to March. And snow falls in every month from November to April; the heaviest is January (47.7 cm). Daylight is short: Dec 15 sunrise 7:40 am and sunset 4:42 pm. These are normals for a station near the falls, not conditions on the river; we found no figure for wind chill at the brink, and we do not estimate one.
What the treaty does to the water in winter
The 1950 Niagara Treaty, signed Feb 27, 1950, fixes minimum flows over the falls so that diverted water for power does not drain the view. The rule is set by time of day and year:
| When | Minimum flow over the falls |
|---|---|
| Apr 1 to Sep 15, 8 am to 10 pm EST | 100,000 cfs (2,832 cubic metres a second) |
| Sep 16 to Oct 31, 8 am to 8 pm EST | 100,000 cfs |
| All other times, including every hour from Nov 1 to Mar 31 | 50,000 cfs (1,416 cubic metres a second) |
The treaty text says more water can be passed at the lower level if needed to flush ice. The times are given in Eastern Standard Time; our reading is that the windows therefore sit an hour later on the clock in daylight-saving months, but that is an inference we have not confirmed. Many online summaries say "100,000 cfs from April to October", which is wrong after Sep 15 in the evening. These figures are minimums. We found no published data on actual winter flows, and we do not say how the falls look at 50,000 cfs.

The free thing is the view. Queen Victoria Park and the Table Rock area are open to walk, and the nightly illumination runs year-round. In 2026 the lights come on at 5 pm in January, 5:30 pm from Feb 1 to Mar 11, 7:30 pm from Mar 12, and 4:30 pm from Nov 1 through Dec 31, and go off at 1 am in January and February to Mar 11 and 2 am otherwise. See the night guide for the table.
The Winter Festival of Lights
The most recent edition, the 43rd, ran Nov 15, 2025 to Jan 4, 2026. Niagara Parks described it as free, an 8 km route along the Niagara Parkway through Dufferin Islands, Queen Victoria Park and the Queen Victoria Place area, with more than 75 displays and more than 3 million lights. Fireworks were staged at 8 pm on Fridays and Saturdays and nightly from Dec 26 to Jan 4, and a laser show ran from 6 to 9 pm nightly after Dec 25. A Wonder Pass at CA$65 plus tax was advertised for that period.
The 2026-27 dates have not been announced as of October 17, 2026. One third-party site estimates Nov 14, 2026 to Jan 3, 2027, labelled "estimated"; treat it as such until Niagara Parks confirms. We also cannot confirm that a 2026-27 Wonder Pass exists. The 2026 Niagara Falls Pass expires on Nov 1.
Ice, history and the record
Winter ice has shaped how the boats run, and it has a human record. Four verified or sourced facts:
- Ice boom: the Lake Erie-Niagara River Ice Boom has been installed each winter since 1964. It has 22 pontoon spans across about 2.7 km, with steel pontoons since 1997-98. Its cost is shared by the New York Power Authority and Ontario Power Generation, and the Power Authority installs it. By the time Niagara City Cruises opened in 2026, the boom had been removed.
- 1912: an ice bridge broke on Sunday Feb 4, 1912 and three people died, according to period newspapers and a Brock University exhibit.
- 1848: an upstream ice jam almost stopped the flow over the falls on March 29 for as long as 40 hours, per a single secondary source (Wikipedia).
- 1938: an ice jam threatened two Maid of the Mist boats in their winter berths; both survived (company timeline).
We did not verify a 1931 ice bridge, and we did not find the date of the law that bans walking on the river ice, so we do not cite either.
Safety on ice and snow
We found no Niagara Parks or State Parks statement on winter-path safety, so this section is our own common-sense advice, labelled as such, plus the 1912 record above.
- Stay behind railings and barriers at every viewpoint. Spray freezes on rails, walls and paths near the falls, and freezing rain does occur (about 2.2 days a year, mostly January to March).
- Do not step onto river ice, ledges or frozen spray build-up. The 1912 ice bridge failure is the reminder.
- Wear boots with a grip and keep both hands free. Metal edges and wet stairs are slippery.
- Check Niagara Parks' event pages if you are unsure about an event, and check the Falls Incline status before relying on it.
A winter plan without a boat
Most winter visitors combine one lit-falls evening, one indoor stop and a heated meal. A workable day: walk Queen Victoria Park in daylight, do Journey Behind the Falls (a walk-through to portals and a deck beside the Horseshoe Falls), go up Skylon or the SkyWheel for the warm gondola view, and stay for the lights. A winter Toronto day trip is possible too: our Toronto day tour runs daily all year, with the boat add-on seasonal, so a January trip is a falls-viewing day, not a boat day. When will the boats return? Watch the operators' announcements and the Lake Erie ice. Nothing we found promises a 2027 date.
Frequently asked questions
Does the Maid of the Mist run in winter?
No. It is closed from Nov 9, 2026 until Opening Day 2027, and the 2027 date is not published. Its spring opening depends on Lake Erie ice, and the company opened on May 1 in 2025 and Apr 24 in 2026.
Can you take a Niagara Falls boat tour in December?
Possibly on the Canadian side. Niagara City Cruises' ticket page says December sailings depend on weather, but it publishes no schedule, so check the calendar for your date. Maid of the Mist is closed from Nov 9. Without a published schedule, treat any December ride as a bonus rather than the plan.
Are there boat tours in January, February or March?
No operator has published any. Maid of the Mist lists itself closed Jan 1 to Apr 23, and Niagara City Cruises opened on May 1 in 2026 after ice delayed the start. Plan on no boat in these months. Winter alternatives include Journey Behind the Falls, Skylon and the nightly lights.
Do the falls freeze in winter?
We found no verified statement on how much of the falls freezes, so we make none. What is documented is ice on the river and the Lake Erie ice boom, installed every winter since 1964, and historic events such as the 1912 ice bridge break.
Is the water flow lower in winter?
The 1950 treaty requires at least 100,000 cfs in daytime windows (8 am to 10 pm EST Apr 1 to Sep 15; 8 am to 8 pm EST Sep 16 to Oct 31) and 50,000 cfs at all other times, including every hour from Nov 1 to Mar 31. These are minimums; we found no published data on actual winter flows.
What is open at Niagara Falls in winter?
On the Canadian side: Journey Behind the Falls, Niagara Parks Power Station, Niagara Takes Flight, the Butterfly Conservatory, the Floral Showhouse, Skylon, the SkyWheel, WEGO and the Falls Incline (closed Jan 19 to Feb 13). White Water Walk and the Aero Car are seasonal.
When is the Winter Festival of Lights 2026-27?
Niagara Parks has not announced dates as of Oct 17, 2026. The 2025-26 edition ran Nov 15, 2025 to Jan 4, 2026. One site estimates Nov 14, 2026 to Jan 3, 2027, but that is an estimate, not an announcement.
What time do the falls lights come on in winter?
In 2026 the illumination starts at 5 pm in January, 5:30 pm from Feb 1 to Mar 11, 7:30 pm from Mar 12 to 31, and 4:30 pm from Nov 1 to Dec 31. It runs until 1 am in January and February and 2 am otherwise.
