Cave of the Winds is the US-side counterpart to Journey Behind the Falls: instead of tunnels behind the Horseshoe Falls, it gives you a wooden deck at the foot of the smallest of the three falls. Its home is Niagara Falls State Park, where Maid of the Mist also operates, so the two pair naturally. The pages we could read are the park's own, plus a few secondary sources on the deck, and we say where each fact comes from. The attraction is also an entry in things to do near Niagara Falls.
What Cave of the Winds is
The park describes it as a timed-ticket experience on Goat Island, at 10 Goat Island Loop Road, where an elevator descends 175 feet into the Niagara Gorge. From the gorge floor, walkways lead up to the Hurricane Deck. According to Niagara Falls USA, the regional tourism site, the deck lets visitors stand about 20 feet from the falls. Bridal Veil Falls is the narrow cascade between Luna Island and Goat Island; the Cave of the Winds is not the Horseshoe Falls, so do not expect the Horseshoe view from the deck.
The name is historical. Wikipedia, a secondary source, says there was once a natural cave behind Bridal Veil Falls, discovered in 1834 and visited on guided tours from 1841. A rockfall closed the tour in 1920, a new set of decks opened in 1924, and further rockfalls and the removal of an overhang destroyed the cave in the 1950s. What visitors tour today is the deck at the base of the falls, not the cave itself.
The Hurricane Deck and why it is seasonal
The wooden decks are removed each autumn and rebuilt each spring. Niagara Falls USA says the removal takes about four weeks starting in late fall, and quotes the park's chief deck builder saying falling ice would hit the wooden decks and the build-up below would be too heavy. It adds that about 30% of the lumber is new each year. Wikipedia says the decking is wedged into rock crevices rather than bolted down.
This matters in late October. The park page says Cave of the Winds is open year-round and lists winter hours, but it does not say whether the Hurricane Deck is standing on a particular date. A 2020 New York news report on the winter opening said visitors could not reach the Hurricane Deck in winter and instead stood on one permanent deck, but that is six years old and we could not confirm what winter 2026-27 looks like. The drop in price from $23 to $14 on October 19 is consistent with a reduced offering, but the park does not say so. If the deck is the reason you are going, ask before you buy: the park number is (716) 278-1794.
Season, hours and closures
The park lists the following times, noting that they are "last ticket sold" and subject to change. The wording is ambiguous: it may mean the final ticket goes on sale at the time shown, so the attraction itself may close later. Confirm on the day.
| Dates | Park-listed hours | Adult / youth (USD) |
|---|---|---|
| Sep 7 to Oct 11 | 9 am to 6:15 pm | $23 / $19 |
| Oct 12 to Oct 18 | 9 am to 4:15 pm | $23 / $19 |
| Oct 19 to Oct 20 | Closed for maintenance | n/a |
| Oct 21 to Nov 25 | 9 am to 4 pm | $14 / $10 |
| Nov 26 (Thanksgiving) | Closed | n/a |
| Nov 27 to Dec 23 | 9 am to 4 pm | $14 / $10 |
| Dec 24 | 9 am to 2:15 pm | $14 / $10 |
| Dec 25 | Closed | n/a |
| Dec 26 to Dec 31 | 9 am to 4 pm | $14 / $10 |
| Jan 1, 2027 | Closed | n/a |
| Jan 2 to Mar 31, 2027 | 9 am to 4 pm | $14 / $10 |
The park does not define the youth age range, and it does not list a spring 2027 price ("TBD"). We do not publish a 2027 date or price. In mid-December sunset at Niagara is about 16:42, so the 4 pm winter hours end close to dusk; see the photography guide for light by month.
Tickets and what they cost
Tickets are sold at Cave of the Winds on Goat Island or at the Ralph C. Wilson, Jr. Welcome Center. The park page says they are not available online and advises making your reservation early because the attraction is timed. A combination with the Beyond The View Walking Tour is mentioned, but that tour showed "closed for the season" when we loaded it, and no price was given. The park says tour guides and bus drivers must buy a ticket to accompany a group, and that Connect Kids passes do not cover attractions at the park. Refund and rain policy: not published on the page.
Because the posted price changes on October 19, the cost of a Cave of the Winds plus Maid of the Mist pair for one adult is $53.25 through October 18 ($30.25 for the boat plus $23.00), and $44.25 from October 19 to November 8 ($30.25 plus $14.00). The US pages we read do not state whether sales tax is added, so we publish the posted amounts only. Add parking: $10 to $15 a day in Lots 1 and 2 (below).
Accessibility
The Cave of the Winds page does not describe accessibility. The park's FAQ is the best official statement: it says all of its attractions and most trails are fully accessible for wheelchairs and other mobility devices, and that Cave of the Winds is accessible to the main viewing platform. It also says wheelchairs and strollers are not available to rent or loan in the park. Third-party sources conflict: one tour operator says its tour is not wheelchair accessible because of wet surfaces, stairs and wooden walkways, while others say the paths to the observation decks suit wheelchairs and strollers but the Hurricane Deck itself is wet and crowded. We would not rely on any of those. If anyone in your party uses a wheelchair, walker or cannot manage stairs and wet boards, call the park on (716) 278-1794 before you go. For the boat, see boat tour accessibility.
Age and height rules, and whether small children can be carried onto the deck, are not published on the page we read.
What to wear
- Footwear you do not mind getting wet. The park says so directly and says the Cave of the Winds sandals have been phased out, so you cannot count on being handed a pair.
- Quick-dry layers. Cotton stays wet. The same advice applies to the boat; see what to wear.
- A waterproof pouch for your phone. Visitor accounts and tour sites repeat this; we did not find an official rule on cameras.
- A spare top and socks in the car. Particularly if you are doing the boat the same day.
- Check the temperature. The October average high is 15 C and the low 6 C (ECCC 1981-2010 normals), and you will be damp.
The park's FAQ says there are no ATMs in the park, that dogs must be on a six-foot leash and are not allowed in buildings or attractions unless they are service animals, and that drinking fountains and bottle-filling stations are available including at the Cave of the Winds Plaza.
How it pairs with Maid of the Mist
Both attractions are inside the State Park, and both need only US-side travel, so no passport is needed to ride or tour. Maid of the Mist boards from the base of the Observation Tower at Prospect Point. Cave of the Winds is on Goat Island. The park's trolley helps: it is $5 for an adult and $3 for a youth in 2026, runs about every 30 minutes, and operates 9 am to 5 pm from October 12 to November 25. Maid of the Mist hours in this period are 9 am to 5 pm daily until October 31 and 9 am to 4 pm from November 1 to 8, with the ticket office closing 15 minutes before the last departure.
| Plan | Order | Why |
|---|---|---|
| Short day | Boat at opening, then Cave of the Winds (or the reverse) | Both open at 9 am. The Cave is timed, so buy its ticket early; the boat has no reservations, so it adapts. |
| Wet day | Do both back to back, then dry off | You will be wet anyway; change once. Bring a spare outfit. |
| Late October to early November | Do both before 4 pm | The boat closes at 5 pm to Oct 31 and 4 pm from Nov 1; the Cave is listed to 4 pm (last ticket); the lower price applies from Oct 19. |
| Winter (after Nov 8) | Cave of the Winds only | The boat has closed; see Niagara Falls in winter. |

Should you do it?
- Yes if you want a close, wet look at Bridal Veil Falls and you are on the US side already.
- Think twice if the weather is cold and you have no dry change of clothes. The October low is single digits Celsius.
- Check first if anyone has mobility needs, or if the Hurricane Deck is the reason for the trip and it is after mid-October.
- Skip if you are on the Canadian side only and not crossing the border: Journey Behind the Falls is the closer equivalent.
What the sources do not say
- Whether the Hurricane Deck is standing now, and what winter 2026-27 includes.
- How long the experience takes, and age and height limits.
- Detailed accessibility and refund or weather policies.
- What the youth age range is; any 2027 price.
- Whether the posted hours are the closing time or the last-ticket time.
